Programme Overview

Programme scope of application

Only registered Building Consent Authorities (BCAs) are permitted to perform building consenting and certifying functions in terms of the Building Act 2004. The Act provides for Territorial Authorities and private organisations to apply for registration as a BCA. Regional and Unitary Authorities also need to be registered as a BCA if they wish to carry out building control work on dams.

IANZ has been appointed by the Ministry for Business, Innovation and Employment (MBIE) as the accreditation body that undertakes accreditation assessments against the requirements of the Building (Accreditation of Building Consent Authorities) Regulations 2006 (the Regulations). These requirements are further detailed in MBIE’s regulatory guidance for Building Consent Authorities and Accredited Organisations (Building) accredited under the Regulations.

Scopes of Accreditation

The scopes of accreditation for Building Consent Authorities are, by definition under the Building Act, generic to encompass all statutory obligations as a Registered Building Consent Authority under the Act.

The scopes of accreditation for Accredited Organisations (Building) will describe only those functions of the building consenting process, and for the building types, the organisation undertakes and has demonstrated their competence to undertake.
